Bulgarian Association for Parking and Sustainable Urban Mobility (“BAPSUM”)
BAPSUM is a national non-profit organization representing the participants in the parking and urban mobility sector, including local governments, commercial entities and professionals.
The association has been constituted under the Bulgarian law for non-profit legal entities based on general meeting of the founding members on 14th December 2021, reflected in the Bulgarian Commercial Register of non-profit legal entities on 7th January 2022 with UIC 206777164.
BAPSUM is a member of the European Parking Association.
Our goals are to perform, inter alia, the following activities
• Promote best practices in the field of parking and urban mobility.
• Prepares and supports the implementation of sustainable, environmentally friendly, and innovative solutions.
• Work on enhancing the Bulgarian regulatory framework at local and national level in the field of parking and mobility to be more conducive for investments in the sector, ease the operational procedures and increase the benefits to the population, while aligning it to the European best practices and standards.
• Increase the capacity of its internal members and external counterparts through knowledge sharing, conferences, trainings, lectures, research contribution, data exchange and other related activities.
• Participate in the development and implementation of European and national projects.
• Become a full and active member of the European Parking Association and other associations of foreign states and international organizations with purposes compatible with our social objectives and goals.

Nikola Rogatchev
Chairman
Mr. Rogatchev is the Chairman of the Bulgarian Association for Parking and Sustainable Urban Mobility, Deputy chairman of the board of directors of Sofia’s Center for Urban Mobility (and Chairman in the period 2017-2021) and European managing partner of the New York based corporate finance firm Change Group Americas. Previously, he has worked for 10+ years at the International Finance Corporation (part of the World bank Group) structuring and implementing PPPs in the transport, energy, water, health and other infrastructure sectors in Europe, Central Asia and Africa. He has also worked at the Corporate Finance department of KPMG Bulgaria and the Transaction advisory services department of Ernst & Young in the Netherlands. He holds masters diploma in Global Business from Saïd Business School at Oxford University, BA(Hons) European Business Administration from Nottingham Business School at Nottingham Trent University and BBA in Finance & Accounting and BBA in Marketing Management from Hogeschool van Utrecht, the Netherlands. Andrey Runchev
Deputy chairman
Mr. Runchev is Deputy chairman of the Bulgarian Association for Parking and sustainable urban mobility. Since 2013 he is the director of the newly formed Municipal company “Transport” in Burgas. Under his management are all the municipal off and on-street parking, parking control and enforcement services, CCTV of the public transport, shared bicycles and all other urban mobility related activities. Since 2009 he has held positions in municipality of Burgas related to parking and before that he has experience in the filed of real estates. Born in Burgas, Mr. Runchev obtains his secondary education in the English high school, holds bachelor degree in Business administration from University of Economy Varna and masters in Accounting & Audit from UARD in Plovdiv.
Rumyana Milova
Deputy chairwoman
Ms. Milova is Deputy chairwoman of the Bulgarian Association for Parking and Sustainable Urban Mobility. Since 2009 she is the Director of “Parking and mobility” department of the Center of Urban Mobility in Sofia and since August 2016 she is also a member of the Board of directors of the company. The department under her supervision is responsible for the management and control of the on and off-street parking in the capital of Bulgaria. Before that Ms. Milova has 25+years of experience in the banking sector with the largest banks in the country holding various positions including being a Deputy director and being an active participant of the restructuring of the Bulgarian foreign debt in 1990. She is born in Sofia, where she graduates the Lycée Francais followed by masters in finance degree from the University of National and World Economy.
Engr. Nenko Kalakunov
Deputy chairman
Mr. Kalakunov is Deputy chairman of the Bulgarian Association for Parking and Sustainable Urban Mobility. Hi is also the director of the municipal company for parking in the city of Plovdiv.
Ivan Antov
Board memeber
Mr. Antov is a board member of the Bulgarian Association for Parking and Sustainable Urban Mobility, Chairman of the board of directors of Sofia’s Urban Mobility Company and since 2007 a partner in the legal firm Tokushev and Partners. He has been a legal advisor in Legacom Law Firm (2003-2005) and Head of Department “Licensing” in the Insurance Directorate of the Financial Supervision Commission of Bulgaria (September 2005 – June 2007). He has graduated as LL.M. from the University of Sofia in 2004 and is a member of Sofia Bar Association. He has various specializations including European Regulatory Regimes obtained in Madrid. His areas of expertise included – insurance, commercial and corporate law, energy regulation, transport and renewables.
